Por muitos anos, ele foi o &#8220;cart\u00e3o de visitas&#8221; da empresa perante o sistema Siscomex, sendo a porta de entrada para qualquer transa\u00e7\u00e3o internacional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Com a moderniza\u00e7\u00e3o das normas (especialmente a Portaria SECEX n\u00ba 23\/2011), o registro autom\u00e1tico no REI passou a ocorrer no momento da primeira opera\u00e7\u00e3o de exporta\u00e7\u00e3o ou importa\u00e7\u00e3o, simplificando o processo. Hoje, o conceito de habilita\u00e7\u00e3o est\u00e1 mais ligado ao <strong>Radar Siscomex<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">1. Como Funciona o Registro Atualmente?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Antigamente, a empresa precisava solicitar a inscri\u00e7\u00e3o no REI antes de come\u00e7ar a operar. Hoje, o sistema funciona de forma integrada:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Inscri\u00e7\u00e3o Autom\u00e1tica:<\/strong> No momento em que a empresa realiza sua primeira <strong>DU-E (Exporta\u00e7\u00e3o)<\/strong> ou <strong>DUIMP (Importa\u00e7\u00e3o)<\/strong>, o sistema verifica os dados do CNPJ e efetua o registro automaticamente, desde que a empresa esteja com a situa\u00e7\u00e3o cadastral ativa na Receita Federal.<\/li>\n\n\n\n<li><strong>Fim da Burocracia Pr\u00e9via:<\/strong> N\u00e3o h\u00e1 mais a necessidade de preencher formul\u00e1rios espec\u00edficos ou aguardar a emiss\u00e3o de um &#8220;n\u00famero de REI&#8221; separado, como ocorria nas d\u00e9cadas passadas.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">2. REI vs. Radar Siscomex<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c9 comum confundir o REI com o Radar, mas h\u00e1 uma diferen\u00e7a t\u00e9cnica importante:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>REI:<\/strong> \u00c9 o registro administrativo de que a empresa atua no com\u00e9rcio exterior.<\/li>\n\n\n\n<li><strong>Radar (Ambiente de Registro e Rastreamento de Atua\u00e7\u00e3o dos Intervenientes Aduaneiros):<\/strong> \u00c9 a habilita\u00e7\u00e3o da Receita Federal que analisa a capacidade financeira e operacional da empresa para importar ou exportar, definindo modalidades como <em>Expressa<\/em>, <em>Limitada<\/em> ou <em>Ilimitada<\/em>.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">3. Import\u00e2ncia para o Compliance<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Mesmo sendo autom\u00e1tico, o REI exige que a empresa mantenha seus dados atualizados perante o Fisco. Se o CNPJ estiver inapto ou suspenso, o registro no REI \u00e9 bloqueado, impedindo qualquer embarque ou recep\u00e7\u00e3o de mercadoria.
