Ele permite que a ind\u00fastria importe ou compre no mercado interno insumos com <strong>suspens\u00e3o de tributos<\/strong>, para que sejam submetidos a opera\u00e7\u00f5es de industrializa\u00e7\u00e3o de produtos destinados \u00e0 exporta\u00e7\u00e3o ou ao mercado interno.<\/p>\n\n\n\n<p>Diferente do Drawback, que \u00e9 focado em opera\u00e7\u00f5es espec\u00edficas (atos concess\u00f3rios), o RECOF funciona como um fluxo cont\u00ednuo, onde o controle \u00e9 feito por meio do sistema informatizado da empresa, integrado com a Receita Federal.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">1. Como funciona o RECOF?<\/h3>\n\n\n\n<p>O regime permite que a empresa mantenha um &#8220;estoque sob suspens\u00e3o&#8221;. Os impostos ficam pausados enquanto a mercadoria est\u00e1 dentro da f\u00e1brica. O destino final do produto define como os tributos ser\u00e3o tratados:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Se o produto for Exportado:<\/strong> A suspens\u00e3o dos tributos incidentes nos insumos converte-se em <strong>isen\u00e7\u00e3o definitiva<\/strong> (ou al\u00edquota zero).<\/li>\n\n\n\n<li><strong>Se o produto for vendido no Mercado Interno:<\/strong> A empresa encerra a suspens\u00e3o pagando os tributos devidos sobre os insumos utilizados, mas com o benef\u00edcio de ter postergado esse pagamento, melhorando o capital de giro.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">2. Principais Vantagens do Regime<\/h3>\n\n\n\n<p>O RECOF \u00e9 considerado o &#8220;padr\u00e3o ouro&#8221; dos regimes aduaneiros por diversos motivos:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Al\u00edvio no Fluxo de Caixa:<\/strong> N\u00e3o h\u00e1 desembolso de impostos na entrada de insumos (II, IPI, PIS, COFINS, AFRMM e, em alguns casos, ICMS).<\/li>\n\n\n\n<li><strong>Flexibilidade:<\/strong> Permite exportar o produto final, vend\u00ea-lo no mercado interno ou at\u00e9 mesmo reexportar o insumo no estado em que foi importado.<\/li>\n\n\n\n<li><strong>Efici\u00eancia Log\u00edstica:<\/strong> Reduz o tempo de desembara\u00e7o aduaneiro, pois as empresas habilitadas costumam ter canais de confer\u00eancia mais \u00e1geis (foco em compliance).<\/li>\n\n\n\n<li><strong>Co-habilita\u00e7\u00e3o:<\/strong> Fornecedores da empresa benefici\u00e1ria tamb\u00e9m podem ser habilitados, estendendo o benef\u00edcio ao longo da cadeia produtiva.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">3. Diferen\u00e7a entre RECOF e RECOF-SPED<\/h3>\n\n\n\n<p>Atualmente, existem duas formas de operar este regime:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>RECOF Tradicional:<\/strong> Exige que a empresa desenvolva ou adquira um software de controle aduaneiro espec\u00edfico, homologado pela Receita Federal, que transmite dados em tempo real.<\/li>\n\n\n\n<li><strong>RECOF-SPED:<\/strong> \u00c9 uma vers\u00e3o simplificada lan\u00e7ada em 2016.
