O seu objetivo \u00e9 alimentar o Fundo da Marinha Mercante (FMM) para apoiar o desenvolvimento da ind\u00fastria naval e da navega\u00e7\u00e3o brasileira.<\/p>\n\n\n\n<p>Entender como ele funciona \u00e9 vital, pois ele impacta diretamente o custo da sua mercadoria e exige aten\u00e7\u00e3o no momento do desembara\u00e7o aduaneiro.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Como Funciona a Cobran\u00e7a do AFRMM?<\/h2>\n\n\n\n<p>O AFRMM incide sobre o valor do <strong>frete internacional<\/strong> e das despesas portu\u00e1rias de movimenta\u00e7\u00e3o de carga (que comp\u00f5em o frete total) no momento do descarregamento em porto brasileiro. Ele \u00e9 gerido pela Receita Federal por meio do sistema <strong>Mercante<\/strong>.<\/p>\n\n\n\n<p>O fato gerador \u00e9 o in\u00edcio da opera\u00e7\u00e3o de descarregamento da embarca\u00e7\u00e3o em porto brasileiro. Existem situa\u00e7\u00f5es onde o importador pode solicitar a isen\u00e7\u00e3o ou suspens\u00e3o:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mercadorias do Mercosul:<\/strong> Devido a acordos de reciprocidade, mercadorias origin\u00e1rias de pa\u00edses do Mercosul transportadas por empresas de navega\u00e7\u00e3o desses pa\u00edses costumam ser isentas.<\/li>\n\n\n\n<li><strong>Regimes Aduaneiros Especiais:<\/strong> Opera\u00e7\u00f5es sob o regime de <strong>Drawback<\/strong>, por exemplo, possuem suspens\u00e3o ou isen\u00e7\u00e3o do AFRMM.<\/li>\n\n\n\n<li><strong>Cargas Espec\u00edficas:<\/strong> Livros, jornais, peri\u00f3dicos e papel destinado \u00e0 sua impress\u00e3o, al\u00e9m de certas mercadorias destinadas a fins cient\u00edficos ou filantr\u00f3picos.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Tratamento Cont\u00e1bil do AFRMM<\/h2>\n\n\n\n<p>Para o contador, o AFRMM deve ser tratado como <strong>Custo da Mercadoria<\/strong>.
