Ele se refere aos mecanismos de controle e valida\u00e7\u00e3o que a Receita Federal do Brasil (RFB) e outros \u00f3rg\u00e3os utilizam para fiscalizar as exporta\u00e7\u00f5es.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">O Que \u00c9 o SVE (Sistema de Verifica\u00e7\u00e3o de Exporta\u00e7\u00e3o)?<\/h2>\n\n\n\n<p>O SVE pode ser entendido como o <strong>conjunto de regras, an\u00e1lises de risco e procedimentos<\/strong> que a RFB aplica \u00e0 DU-E para garantir a conformidade da opera\u00e7\u00e3o de exporta\u00e7\u00e3o. N\u00e3o \u00e9 um bot\u00e3o espec\u00edfico para &#8220;verificar a exporta\u00e7\u00e3o&#8221;, mas sim a l\u00f3gica por tr\u00e1s da parametriza\u00e7\u00e3o e da confer\u00eancia aduaneira.<\/p>\n\n\n\n<p>Com efeito, o SVE atua para assegurar que:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Informa\u00e7\u00f5es s\u00e3o Precisas:<\/strong> Os dados declarados na DU-E (NCM, valor, quantidade, etc.) correspondem \u00e0 realidade da mercadoria.<\/li>\n\n\n\n<li><strong>Benef\u00edcios Fiscais s\u00e3o Corretos:<\/strong> A desonera\u00e7\u00e3o de impostos (IPI, ICMS, PIS\/COFINS) \u00e9 aplicada somente \u00e0s exporta\u00e7\u00f5es leg\u00edtimas.<\/li>\n\n\n\n<li><strong>Proibi\u00e7\u00f5es e Restri\u00e7\u00f5es s\u00e3o Cumpridas:<\/strong> N\u00e3o h\u00e1 sa\u00edda de mercadorias proibidas ou restritas sem as devidas autoriza\u00e7\u00f5es.<\/li>\n\n\n\n<li><strong>Estat\u00edsticas s\u00e3o Confi\u00e1veis:<\/strong> Os dados de exporta\u00e7\u00e3o s\u00e3o precisos para fins de balan\u00e7a comercial e an\u00e1lises econ\u00f4micas.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Como Ele Atua na DU-E<\/h2>\n\n\n\n<p>A DU-E (Declara\u00e7\u00e3o \u00danica de Exporta\u00e7\u00e3o) \u00e9 o documento eletr\u00f4nico central para o processo de exporta\u00e7\u00e3o no Brasil. O SVE, enquanto processo de verifica\u00e7\u00e3o, atua diretamente sobre a DU-E nas seguintes etapas:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. Na Gera\u00e7\u00e3o e Vincula\u00e7\u00e3o da NF-e<\/h3>\n\n\n\n<p>Antes de tudo, o exportador gera a <strong>Nota Fiscal Eletr\u00f4nica (NF-e)<\/strong> de exporta\u00e7\u00e3o. Em seguida, essa NF-e \u00e9 vinculada \u00e0 DU-E no Portal \u00danico. O SVE verifica a <strong>consist\u00eancia dos dados<\/strong> entre a NF-e e a DU-E, buscando diverg\u00eancias que possam indicar erros. Por exemplo, ele pode verificar se a NCM da NF-e \u00e9 a mesma da DU-E.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Na Parametriza\u00e7\u00e3o da DU-E<\/h3>\n\n\n\n<p>Ap\u00f3s o registro da DU-E e a informa\u00e7\u00e3o de que a carga est\u00e1 dispon\u00edvel para despacho, o sistema da Receita Federal submete a declara\u00e7\u00e3o a uma <strong>an\u00e1lise de risco<\/strong>. Essa an\u00e1lise \u00e9 o cora\u00e7\u00e3o do SVE. Com efeito, o sistema utiliza diversos crit\u00e9rios (hist\u00f3rico do exportador, tipo de mercadoria, valor, destino, entre outros) para classificar o risco da opera\u00e7\u00e3o e direcion\u00e1-la para um dos canais de confer\u00eancia:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Canal Verde:<\/strong> A DU-E \u00e9 desembara\u00e7ada automaticamente pelo sistema, pois a opera\u00e7\u00e3o \u00e9 considerada de baixo risco. A verifica\u00e7\u00e3o \u00e9 m\u00ednima ou posterior.<\/li>\n\n\n\n<li><strong>Canal Laranja:<\/strong> Ocorre a <strong>confer\u00eancia documental<\/strong>. Um Auditor-Fiscal analisa os documentos da exporta\u00e7\u00e3o (Fatura Comercial, Packing List, Conhecimento de Embarque), buscando inconsist\u00eancias ou irregularidades.<\/li>\n\n\n\n<li><strong>Canal Vermelho:<\/strong> Realiza-se a <strong>confer\u00eancia documental e f\u00edsica da mercadoria<\/strong>. Al\u00e9m da an\u00e1lise dos documentos, os Auditores-Fiscais inspecionam a carga para verificar sua conformidade com o que foi declarado na DU-E.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">3. Na Atua\u00e7\u00e3o dos \u00d3rg\u00e3os Anuentes (LPCO)<\/h3>\n\n\n\n<p>Se a exporta\u00e7\u00e3o envolver produtos sujeitos \u00e0 anu\u00eancia de outros \u00f3rg\u00e3os (como alimentos e bebidas para o MAPA, ou produtos qu\u00edmicos para o IBAMA), o SVE interage com o m\u00f3dulo <strong>LPCO (Licen\u00e7as, Permiss\u00f5es, Certificados e Outros Documentos)<\/strong> da DU-E. Nesse sentido, os \u00f3rg\u00e3os anuentes realizam suas pr\u00f3prias verifica\u00e7\u00f5es e podem emitir exig\u00eancias ou autoriza\u00e7\u00f5es, que s\u00e3o controladas e monitoradas pelo sistema.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. Na Averba\u00e7\u00e3o da DU-E<\/h3>\n\n\n\n<p>A averba\u00e7\u00e3o da DU-E, que comprova o embarque efetivo da mercadoria para o exterior, \u00e9 o ato final da exporta\u00e7\u00e3o. O SVE verifica se todas as condi\u00e7\u00f5es foram cumpridas antes de permitir essa averba\u00e7\u00e3o. Desse modo, as informa\u00e7\u00f5es do transportador internacional sobre a sa\u00edda da carga s\u00e3o cruciais para essa etapa.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. No Controle P\u00f3s-Exporta\u00e7\u00e3o e Auditorias<\/h3>\n\n\n\n<p>Mesmo ap\u00f3s a averba\u00e7\u00e3o e a sa\u00edda da mercadoria, o SVE continua atuando. Ele permite \u00e0 Receita Federal realizar auditorias posteriores (p\u00f3s-despacho) e cruzamento de dados para identificar fraudes ou irregularidades que n\u00e3o foram detectadas durante o processo de despacho.
